The Cell Color Assistant can solve all of these problems and more!  

The Cell Color Assistant for Microsoft Excel helps you color cells quickly and easily.  It also allows you to select cells based on cell format. 

The Cell Color Assistant adds a new menu item to the View menu that displays the Cell Color Assistant toolbar.  If you click on the View Cell Color Assistant Toolbar menu item, a simple toolbar appears:

When you click on the toolbar button the following dialog appears:

If you select "Select cells based on format" the following dialog appears which allows you to select cells based on format

If you select the option "Add or change a button" on the Cell Color Assistant toolbar, you can customize the toolbar to contain buttons that do the coloring you use most often:

The buttons background and text font colors represent the colors you get when you use the buttons.  You can specify any color and any letter for the buttons.  You can also have the buttons do bolding, underlining, and italics!  The tool tips on the buttons also tell you what the buttons do.  You can have as many buttons as you want.

You design and add your buttons using the following dialog:

Options on the above dialog also let you easily remove buttons from you cell color toolbar.  The edit box "Text to Insert" is optional.  If text is entered in this edit box then it is inserted in the cell at the same time it is colored.
